Ok so, there are two major problems here.
One, the NPC gives you a set of items to hunt. However, the quest window displays the WRONG set of items.
Two, he's asked me to hunt for worn-out prison uniforms, which drop from Zombie Prisoners, a level 90 monster ..

Uh, WOPU's drop from Gators too. Are they in your level range?

I avoided the problem by asking a friend to hunt them. And yes, Gators do work, but it's a 6% drop rate, and with the drop rate nerf at higher levels...
