the base requirement is 99/60. 99/70 <--- this is not a requirement but it is recommended that you do get these job points to maximize your character potential.

IMO, don't tell people that you can change without getting job 70.
The only thing that could come out of it is that they might change before job 70, and then they'll just have to remake in a couple months when they realize what a horrible mistake it was.
Get to level 99/70, spend all your skillpoints, and then follow the jobchange guide. The quest can be a bit of a pain. IIRC there's some waiting requirements in it, so plan accordingly.
