Is there an "OP" class?

I'm currently starting this game with a couple of friends and was wondering if there is any class that is considered OP in either:
1. PvE (mobs)
2. Pvp.

I heard Sura is pretty good but I wouldn't mind a couple other opinions.
Specific builds would be appreciated aswell.
Also, how much funding do these classes require and do they also require any sort of cash shopping?

PvE I hear excellent results from RK but I dont have one myself.
PvP I hear everything but ranger being OP. 1vs1 a sura is on top for sure. There's a balance patch coming soon (supposedly soon) so I'm not sure how things will tip over.

A lot of classes are op these days. The only class that isn't is the arch bishop.
