Sleep is weak. As you are going to shorten sleep why not make it behave like Terms of Service. Allow tempest to cast sleep and it will generate a fluffy grounded pink cushion like cloud and any mobs that go on it, will feel drowsy and fall asleep. It will go well with the cartoonish new graphics ><
