With Avatars, it's the same as a signature, just you resize it in the end to the correct size to be used.
As stated from previous posts look for an existing render from a website and try playing around for a few hours.

There was a link I posted on the first page which is a simple tutorial to get you started.
If you haven't already, just try that out.
If you want to make that into an Avatar, just use the Crop tool and then the Resize option.

Cutting out a picture (making the background transparent) tends to be too fiddly. where it takes too much time to make one and it may not be that good.
I have major problems trying to cut out pictures where they tend to be partially jagged when I'm in a hurry. (On average a good cut-out takes me at least an hour)
Blending can make up for the poor cut outs on the picture, but you can sort of tell visually at the end result.
I don't recommend making backgrounds transparent yet until you are comfortable with making signatures through photoshop using existing renders and images.

But start with the basics such as brushing, blurring and layer styles such as "Overlay", "Screen", "Soft Light".

In regards to making signatures and avatars, they usually take me 1-2 hours to make one using an existing render.
(The new one I'm currently using has taken about 80 minutes to complete)

Edit:
What I mean is when making a signature, always take your time at your own pace.
You'll find you'll learn faster by making more mistakes early on, so don't worry if you mess things up.
Most likely you'll have to scrap some "layers" of the image to add other styles of blending for example along the way.

When I create mine, I had to change/delete certain layers when they look out of place after a while, which increases the time worked on it.
I'm not sure how I compare to others when making my signatures in terms of duration.
I'm guessing I take a lot longer than most people where I average out at 1-2 hours per a signature, up to 4 hours if I spend time cutting out pictures.

with you on that oerba, takes me about an hour to and hour and a half to make a very clean png and a few hours more before i like what i see. id like to add that the multiply blending mode is pretty good if you want texture to your backgrounds and it does so by darkening the overall picture and making any whites within the multiply layer disappear. very good for situations if you actually want textures on your cutout. color/linear dodge and burn are good for pics with high contrast but don't go crazy with those settings often unless you want ur viewer's eyes to burn.

stuf to keep in mind-

-less is better (but not too less or else it looks boring) because the size itself isn't too big if kept within forum rules.
-don't make bigass signatures it's just obnoxious and it takes up window space. people don't like looking at a post with 1 line in it and a 700x500px high signature taking up most of it plus they'll think ur dumb.
-Don't go crazy on brushes or textures or else the whole thing just looks like a glittering mess. have the focus on 1 thing in the signature.
-download a lot of fonts and try to play around with them. my fav font site is dafont.com, pretty cool and varied fonts there. comic sans and papyrus are very very big big nonos in graphic design but ppl seem to love using those fonts regardless.

You can use GIMP as a free alternative to photoshop.
