From a PvM point of view, it's not really that necessary, unless you need another partial ranged attack.
But in general for levelling and farming, I would suggest no.
Combat Cry although gives a much lower def % down, has a much longer duration and is 100% success rate.
For the movement speed there is also space attack which again has less movement speed down but a longer duration is yet 100% success also.
From a PvP point of perspective, it is deemed ideal due to the skill being a "Reliable" in addition to being one of the very few "Magic Attacks" for the soldier class.
