That probably goes for the program used to draw the sprites too, but if you're looking for a good program to make sprites in, check out Graphicsgale.

SPRConview for converting spr files
PhotoLine32 for very easy and practically spriting/pixel-working. You can find it at http://pl32.com/ - it's a german program, but also aviable on english, fairly cheap and easy to handle.

It's not a program that's made just for pixel-works, but it's very usefull for it. It's more or less a picture editing software, I find it hard to draw on it - especially when you can compare it to Sai or PS, but I rather edit a picture in PL then PS for example, since it's more simple for me ^^

Are you just looking for something easy to make them sprites and get them animated.
I used Paint NET for windows. It's simple and has much of the same functionality as photoshop, not as irritating as gimp.and
completely free. Well supported community plug-ins and add-ons.
I recently fell in love with a gif maker called unfreeze. it's the simpliest damn thing to use and test animations with without interfering with your spriting work space. Serious drag and drop action. i love it because it's small enough to run off a pin drive.

I'm using PL32 for years now and am very satisfied with it. Honestly, I think it's a shame that this program is so unkown my the masses and underestimated, especially for the price of 60Euros which is a joke compared to Photoshop.
I do have PL32, PS and Sai though and use all three for different purposes:
Sai for drawing, linearting and now also for coloring
PS for coloring (not so much though, since I now use Sai for it) and after effects, since they're smoother as with PL32
and PL32 for spriting, photo-editing, working with allready finnished pictures to cut them together and anything like that, since it's FAR more easy then PS and as such also a lot faster.

After poking around on their website, it seems like its a 3D exporting tool, not an engine, but they also claim Ragnarok was made with this. However, they also claim a lot of other games too. Including Age of Empires series, which I know was made with an in-house engine, not Granny 3D.
