I tried running as Admin as well and it just doesn't start but I see it in the task manager. Any idea why? Thanks in advance.

I've taken some other steps that i've seen here such as adjusting my Firewall and Avast settings but I still cannot get RO to even start, this is with Renewal. If I try to patch/run Classic I get :

Did you disabled the behaviour function of avast? If yes, which firewall do you have?

Avast mistakes RO for a virus, because it's a crappy excuse for an AV program.

The observable behavior in this case is that you will press start on the patch client, and the patcher will disappear, but the RO client won't start, and there will be no sign of the RO client running (because Avast nuked it)

Make sure Avast is set to not scan the Ragnarok client (ragexe.exe); you may need to reinstall the client after doing this.

I use avast and I haven't had this problem.

Click on Real-Time Shields -> File System Shield -> Expert Settings -> Exclusions -> Set the RO directory and check all for R W X and done.

I use MSE (Microsoft Security Essentials - it's free to users of legit copies of windows). Despite being free, it's generally ranked alongside well regarded paid antivirus software (Microsoft isn't trying to make money off it directly, but rather to improve security of windows users, to improve their dismal security reputation, which has been giving their competitors (er, competitor) a ready-made selling point).
