Greetings! Often the message means that due to license agreements we cannot offer that title for your area. However we do have other titles that you certainly can play!

Ah, unfortunately for RO2 regions that are already claimed by their regional RO1 partner (bRO, pRO, SEA regions) we are unable to service as part of our agreement with those companies. If you are trying to register from one of those regions you wouldn't be able to play on our RO2 service.

Basically American Gravity only paid for the distribution rights for USA, Australia, New Zealand. So technically they aren't allowed to let you play.
If you find ways around it (see my above post) then there's nothing they can do about it. I'm pretty sure they will just look the other way and keep taking your money.
