Trouble Entering Queued Dungeon

I went to find group and entered the queue for Culverts. I got into a group and it didn't immediately warp me. I then tried using the "warp to dungeon" button. It told me I was too high level to warp to the dungeon. I'm level 14 and the level says "8 - 14". I decided to try and run there and enter the dungeon that way. I get there and try to enter the dungeon. It says the leader of the group needs to make it a "belonged dungeon". No idea what that is, and the leader tried to change stuff up so it would work and nothing. I ended up dropping group so they could get a healer IN the dungeon with them.

It would be nice if the only dungeon I can queue for lets me warp to it.
