Izrud Hill Weapon Statue

description says " You can get it from the dungeon quest in the izlude hill! I will exchange to weapon of your choice if you bring this ! - [Isrude Hill's Guranyang " Is this an npc I find near the izlude dungeon? :<

You may have noticed Guranyang before in towns. He's that black cat with a bright orange hooded cape.
In Izlude, he should be in town behind the windmill, and in Putaruta's camp.
