For all wizzies out there, I'm learning how Blast Arms works. Does the seal you explode have to be maxed to get the full effect?
That is, do I have to max water seal if I want the 50% hp/sp recovery? Or do I just need level 5 blast arms?

You just need Blast Arms maxed, it doesn't matter what level the seal is. You can put the typical one point into Water Seal for prereqs and a maxed Blast Arms will still heal 50% of your max HP/SP.
