reset timer anti-bugged...weird

so my reset timer says it was suppose to be up 2 hours ago...still says wait for 3 hours...however it hasn't been 3 hours... dunno when 3 hours is but don't think its up yet....reset timer says was up long ago 2 hours+++

why is mine always bugged??? its ALWAYS bugged either forward or back...why me ? =(

They changed the timer to be 2 hrs base, so that when you relogged and it became 3 hours, it would be the intended delay. 

If you don't relog or change zone servers, you'll get to enjoy a 2 hr timer instead of 3.
