Each one is different!
I think there must be something wrong with your connection because I'm not experiencing any significant packet loss to any of the nodes in your WinMTR reports. I've just sent 100 Ping requests to every node except for the first and last. One node lost 1 packet, another lost 2 packets, and the rest didn't lose any packets.
If I were you, I'd send the WinMTR reports to your ISP and ask for their opinion.

Only the first hop is different between these routes... Well, that and the levels of packet loss on the various intermediate hops.
Have you tried using a service like lowerping? It might get you around the weirdness you're encountering...
