its pretty straight forward. goto planet luna and farm "ice chouchous" from mobs than give them to npc eliot in eucar. after wear suit and talk to him again for more options.

Yes, go to elliot and he will ask you for chest, head, gloves and boots :

140 + 110 + 80 + 50 ice chouchous

then wear all parts and go back to elliot

you can go now for snowboard ROSE and snowboard Blue Moldie 200 ice chouchous each.

other parts are still available....

Once you have the suit, and put it on avatar, when you talk to Elliot, you can obtain Firecracker Penguins and Ice Spirits! Beware though, these two items are Char bound.
