So seal power increases by a chance the same way that permanent development works?
Wouldn't it be better to allow guild masters to choose who the allies are and who they wish to be able to create?

As you approach another full seal release the chances of gaining a seal power point approach 100%. You cannot gain another seal power point if you have already gained one for that tier.
The point wasn't to completely remove all competition but instead to make it so that you have at least contributed to the seal release before you can create.
