Usually Int because Battle Tactics is just way too good to not use. However Str runes are good for damage too at some point (don't know when exactly but there is a balance of Int and Str to maximize dps. My guildy uses a calculator to figure it out, I can try to ask him for advice). Vit runes are fine for being extra tanky if you wish, since it's a whole lot easier to get Int with the most recent patch. Agi is not as recommended because even though it can give crit, the amount is minimal. Wis is also not recommended because it can be replaced by potions.

Should be obvious, but it's not as easy as you might think it is. The crit. damage increase is linear (+100% crit. damage per 250 INT), but the resulting DPS benefit isn't. So eventually, they will equal out.

BUT the higher the weapon damage gets, the lower the actual DPS benefit per STR!

So both DPS benefits are diminishing!

Example with 2k start value and 25% crit. chance:

no INT => 2,500 average

250 INT => 3,000 average => DPS increase of 20% (3k / 2.5k)

500 INT => 3,500 average => DPS increase of 17%

750 INT => 4,000 average => DPS increase of 14%

1,000 INT => 4,500 average => DPS increase of 12,5%

1,250 INT => 5,000 average => DPS increase of 11%

1,500 INT => 5,500 average => DPS increase of 10%

1,750 INT => 6,000 average => DPS increase of 9%

2,000 INT => 6,500 average => DPS increase of 8%

2,250 INT => 7,000 average => DPS increase of 7,7%

250 STR will result in +47,5 PSE for the Knight and 71,25 PSE for the Warrior.

If we assume that the start value used above was the PSE value (and a skill with 100% damage used), then the additional 47,5~71,25 result in a DPS increase between 2,35% and 3,56%.

So it's fair to say that even with 25% crit. chance, it's still useful to go full INT and it will take quite a few years of new content for that to change.
