I played in 2011-2012 and didn't get 1 bit of con and used to own people because I went with skills that didn't need con

Well you'll have to be aware of a few changes.
1: Reliable skills were done away with. Reliable was a term in skill desriptions which meant that even if you 'missed' you still did 50% of the damage.
2: Mage's have access to passives based on % increase to accuracy, and INT to Accuracy. So theoretically, no you don't need CON. But it is good, seeing as CON increases your BASE accuracy, which is what the %'s work off.
3: CHA is now the buff, debuff + healing modifier. Mages can get a number of Dodge Down status skills that are increased by the mount of CHA you have.
Now, Accuracy is only needed to hit 1 Class, Raiders. They dodge about 2x more than any other class, even their scout counter parts. So if you want say PvM, accuracy is not needed at all. If you PvP, then you only need Accuracy/CON if you want to bully Raiders. They won't come near you if you're in Accuracy + Spamming AoE;s, cause it can be an instant death sentence for them.
Also note, Mages are the only class capable of hitting 4k+ Accuracy without using boosters.

You can hit 20k's now, if not more depending on your preference.
