Answer: yes. Both Knights and... Infiltrators?... Saw their "Absolute Def." become almost (just most people will rather say "totally") useless.
As for this situation: my condolences.

The previous percentage of negated hits has become a chance to negate a part of the attacks' damage. Doesn't apply to monsters also, which ignore evade and block.
Most ridiculous on Twin fighters, which have percentage increase of their DEF rate on a few particular sets but don't have any flat amount of said stat. 20% increase from 0 doesn't make much sense to me, but it seems like did to the korean devs back then.
