Which is why you don't operate in a capitalistic fashion. You move into a more social libertarian-ism. You provide equal resources across the board, and let the individual select where they want to be on that game board.
Balancing stats is time consuming, but it is not hard. It's just tedious and monotonous.
Example
Maximum damage reduction per reduction action type: 80%
Formulate Dodge when facing 0 Accuracy goal to provide 80% maximum chance.
Formulate Defense Damage % when focused to all Defensive build options to maximum 80% reduction.
^ You take those, break them down into segmented options you optionally build into. Done.
You have to have a goal, and not let personal opinions sway into that. I would know, because as a REP, I was one of the very very few to actually provide statistical propositions based on mathematically sound suggestions. And of all those, each one that was adapted, was successful.
