My understanding of this system is that each of the 4 npcs for Most Wanted List are supposed to contain all the scrolls relevant to the "Zone" they are located in. There are some misplaced quests in the current layout.

The quests marked with *** should be moved to Izaak NPC as they are located in Morroc Zone and only Izaak NPC is placed on those maps.

I know this is a bit 'nooby' question but, what's the gem for? do i need it for future purchasing items??

Those are diamonds used for purchasing from a npc in Prontera, Cheny or applying an image of a weapon over another by the small goat close to them:

I know it's frustrating, but this issue is already in their list. Everything on the Developing list are the bugs that have been reported and they know about. https://trello.com/b/bFNujlUf/the-blob

I'm not sure how they usually decide the order in which they fix the bugs, but I can assure they've been working pretty hard on fixing several ones on that list lately, so just be patient. If I have the chance, I'll try to suggest it gets worked on soon, since I don't expect it to be too hard to change the item lists on each npc.
