I keep trying to talk to whitebeard and after choosing from the 2 options he just replies "..." and doesn't give me the special costume. Did I miss anything prior?
IS Captain Whitebeard bugged?

It is not bugged. According to the CM, now the NPC requires the user to have sealed envelopes/treasure hunting portion cleared. The items [Sealed Envelops] can be obtained through Fishing quest, afterwards use the envelops to dig the treasure out, once all that done speak with Captain Whitebeard.
