When you think about it, the only difference between NDL and skill dancing is that one uses a 3rd party client edit and the other uses your goddamn fingers jesus christ how is this a serious question?

Unintended gamebreaking bug is "skill" now lol
With that logic mailing exploit is considered a skill too since not everyone does it.
It's not like you have to be a corean bonjwa to actually do it, anyone with half a brain can easily attempt to skill dance. The damage output which was never intended by gravity with their half baked QA makes it qualified for being an exploit.

Only one person complaining about it in this thread. A lot of Korean MMOs have animation cancelling properties that has been part of skillful play by competitive players.

Your perceived "difficulty" of skill dancing is the only argument you can present?
Maybe you should read my post again.
Animation cancelling is always a result of poor QA by the devs and it isn't exclusive to Ragnarok.
Also I need a reliable source from the devs back in Korea that explicitly says that the high dps caused by skill dancing is a legitimate mechanic, otherwise it's still considered an exploit.

Actually, I've watched guildmembers skill dance in town on my own screen and it appear as no delay on Oda's screen on the tiki stream. I've compared known legit players on my screen, video'd it and sent it to them and said hey.... this looks illegal to me doesn't it? Even if you're not lagging, legitimate skill dancing can look like nodelay.
The only way to prove innocence is to broadcast your own screen.

It was never intended nor implied that it is a legitimate mechanic.
Unless any warpportal staff can relay a message from gravity themselves that says otherwise. Then I am willing to change my stance about this issue.
People just say it's "skill" as if it requires a lot of effort to pull it off (it doesn't).

If developers intended players to use the skills that fast, wouldn't they have just put fewer frames in the animation? How can interacting with an unintended effect to your own personal benefit be considered anything other than exploitative?
