Can't get monster card as rewards from wanted quests?

Hi ya'll

I made a Twin fighter as I dislike x spamming classes (find them boring) and although it's complex with all the skills you have; it's kinda fun. Quick question though, I got my char to level 23 and I DON'T GET CARDS from monster kill quests. <snip> I don't understand that restriction. For example:

     I can see broken barrels and fighter mummies, but the rewards are not the cards; the rewards are those useless random consumable items packets. 

It this some sort of level or time restriction? Tecnically, the point of the char is to grind cards really. I guess I could take her to the lv30 range, but this just seems like an arbitrary restriction since I could take any other char into that lv20~24 range rather quick and have access to those cards.

Monster cards start at level 30. You'll see the rewards change once you hit 30 and start a new wanted board. Worked for both humans and drakkan.

Well that's......dumb. You get some pretty good cards with relative easy at 20~24. Oh well, least the class is enjoyable so I'll keep it around 30 I guess.

Monster cards start at level 20 in dr. farells dungeon. IS were I used to farm rocket punch cards and archers stuff. Is been hmm 2 years XD. Maybe things change now, not sure, Peace.

Actually, you DO get monster cards starting at level 20; the problem is that Dragonkin classes do not. As a side note, I'm Lvlv36 and Rocket Punch was never a reward option (lv30~34 range). Not sure if this is a bug or what, but it is quite annoying really. At least I have access to other monster cards as rewards which still fetch quite a bit of money.
