Purpose: Zeny Sink and to distribute wealth

Prize: (Total Fees - Total Taxes) or 50% of Total Fees

\\Only base level 99 and above characters are allowed to play.
\\Choose 7 numbers(in any order) from 1 to 40.
\\2 draws each week.
\\The prize is divided if there are more than one winner of course.
\\Zeny prize accumulates if no one won.
\\By the way, there are 18,643,560 Combinations.

Make it 1 draw per vip account. That'd stop botters, well more of them.

Make game P2P sub and this would most likely reduce botters. Oh well, might be too late now to fix it. Make it P2P and many left remaining people would probably quit xD

Hhmmm... let's say that a player was able to produce 50k characters.
In order to break-even, he needs to solely win the lottery wherein there must be 50k characters who betted and are not related to the player's character.
If he is the only one who betted, he'll lose 50% of his investment.
ex. Let's say that there are 2k unrelated characters to that player who betted. If he invested/betted 50k characters x 10k zeny and if he solely won, he will still be loosing too much zeny.

I haven't factored in that a character has only one entry per draw and has a 1/18,643,560 chance of winning.

I don't think that many players will venture to do that because of the slim chance.
