Hey there, try the following:
If that didn't work please send a ticket to the payment department, your account might be blocked temporarily from making any purchases.

Thanks so much for ur reply but none of that helped. Could it be a billing issue because my acct was dormant for some time?

Have you changed your geographical location from that time? Drastic IP changes could trigger it, I have also heard going inactive for a lengthy time may lock the payment option.
Since non worked your only option is to submit a support ticket to the Payment and Billing department.
Make sure to state the error message clearly and what you have tried so far, mention of account inactivity might be helpful.
