[Glitch] Expanded Training Quests Busted?

So Criatura Academy added training quests for Taekwon, Gunslinger, and Ninja, but they all seem busted.

They all start in the academy, but the starting NPCs aren't working right.

Still not working as they should.

For example the Taekwon NPC mentioned in this link is missing.

Why would kRO give us the Criatura update without the new training quests, this makes no sense.
