I have a problem, mobs and quest does not give me MP 

The new MP level up requirements either didn't make it in or got glitched somehow. Just tried to level up. Before ML 14 would have cost me 13,000 MP(btw I think your chart of previous MP required amounts is off). The new chart says it should cost me 4,900 MP. The npc is currently saying i need to spend 11,600 MP.

The chart's definitely off. It would cost around 80K to level up ml29 to ml30 previously. The chart didn't reflect as such.

Guess no one's gonna be leveling up since Gilgamesh is bugged.

In addition to the chart being off, the max MP you can bank has been changed too. It used to be 20k at ML 1, 50k at ML 11, 100k at ML 22, and 300k at ML 35. I don't know the values they've been changed to but I know before you could bank 50k MP after you pass the rank up test for ML 11. I'm now ML 13 and it wont let me hold more than 30k MP for some odd reason. I can't earn anymore MP. The bar is stuck at 30k. Wut?

The Original EXP requirement on the table is not correct as well. I remember ML21 and ML22 needed over 40k MP which was near to the MP cap at those MLs (50k). Also, there are repeated lines for ML39 and ML40

Original MP on here https://allysro2jour...01/02/mp-chart/ is correct, which shows the one on patch note is totally off (talking about the MP requirement prior to patch)

In fact, after checking on few MLs, the "Prior MP Requirement" in the patch note is the value that is in effect now.

I wished the new MP cap is also announced, together with a warning message, so we will use up our currently over-capped MPs before doing more quests and killing more monsters

(The table works from left to right, so for example the first line "Master Level 1 = 1000 MP" means that you need 1000 MP to turn Master Level 2) 

This is the correct MP Requirements' Table, showing what was needed before this last patch and what is needed now after patch! There are no MP at Master Level 40 because it's not actually possible to turn Master Level 41 now.

I would also like to know this since MP can be used to buy Cazar/Eddga equipment, so it will be useful to know this new caps.

Also... How much MP we lose upon death on ML40 now? Because before this adjustment we used to lose 25k MP (hard-coded ML41 MP req. = 500k. Impossible to get obviously because of old 300k MP cap)

Actually ML 1 requirements is ML quest then ML2 1000, ML3 1600, and so on. Just move table by one row down in  2nd and 3rd column.

There's no MP requirement to rank up. As long as you are ML30, you should see the quest in Gilgamesh. If you don't, you should probably check either the mailbox or the south-left area of morroc, where the Assassin Guild is.

If you still have trouble to get past that, wait until a fix is applied. Devs have made some fixes through the day that may or may not be related to this, but I don't know if they need to be patched on the live client.
