For some countries ping is very bad.
Therefore it is not possible to play.
I'm not sure if for your country is released or not.
What happens when you try to play? Maybe it's another problem, not ping.

Its just said network not enough speed..can walk in the street but cant battle

So your ping is really bad.
But do not give up and I'll help you find a way to improve your ping.
If you can walk in the city then the game is technically released to your country.
We need to find a way for his ping to be more stable.
