Help! Platinum Skill NPC locations changed?

Trying to do my plati skill quests before job changing to hunter but cannot find the npcs.. Look at the screenshot i posted on imgur, does anybody know where the npc is?

Also is charge arrow quest npc also going to be in another random location?

I've always usedrenewal.playragnarok.com but i guess iRO wiki is the way to go now  

All first class skill quests can be completed after you change to second class. So archer quests can be completed as Hunter/Dancer/Bard still.

Thank you for your help....

I was really looked, but I already found the NPC! For some reason I couldnt see the NPC.

My problem now is related with the wormtail. I tried to find it but this monster apperars to me that  does not exist more.
