If I was tanking I would use Illusion (Level 75 set) but to me there is no other reason to use it.
If I was being a DPS/Support character, I would use Sealing (Level 72 set) As SCAD increases per reinforce. I would lose probably close to 120 SCAD moving from my FoC set to a Tyrant set... Also I would go from a default 66% Skill Crit to about 62% and with a Skill Crit above 50% that's a lot of extra DPS that is being lost by switching to Illusion.
Shammys, of all classes will not benefit from the extra HP of the Illusion set as much as others, for example an Elementalist and Pride. Max Dura Amulet and you have a 2.2k+ HP buff and in parties you will often times get two other very nice HP buffs. I usually sit at about 11k+ (can't remember) HP between the three buffs using FoC. With only Dura Amulet I sit at about 7.7k
Sure the extra HP is nice but in my opinion since Shammy's ALREADY HAVE high HP, it is not as important as the SCAD damage, especially since they changed Fire Fairy's Curse to give you Skill Crit %.
Just my two cents though. Oh, and I also believe that Shammy's should leave the tanking to the Tanks.
