Totally agree this. If the intention is to avoid exploitation in pvm, then change every skill to. 1s cast delay, because every skills have the potential to be exploited.

In no mod voice, I believe the listing should expand to cover more skills. The delay change/number should also vary based on the skill's usage, e.g skill delay versus global cd. That's being said, 0.1 is extremely minimal to even hurt ones game play.

There have always been such ppls who want to dictate how other ppls should be playing this game. They exist in the past, and they will continue to exist in foreseeable future.

does adding, say, 0.14 sec cool down to all skills at least actually prevent illegitimate bypassing of skill animation delay through .GRF edits? if so, then that's step one;
next steps are to figure out how to disable the rest of the cheats (if that is even possible for even some of them );
e.g. "auto-target?", or what it appears to be - is this actually a thing? there are so many instances when certain players are seemingly able to instantly perfectly pick out enemy targets from a cell stacked with allied characters; are they auto-spamming skills, cycling on whatever available valid target that comes into their range? maybe even have a "priority target class" function? is that different from "packet-injection"?
also, what's so improper about individuals bringing up the issue of cheating to make GMs take action?; personally would have done the same many times if i actually had faith in them;
the aforementioned 0.1 sec cool down doesn't even affect legitimate game-play be it PvP or PvM (and is arguably not even enough).

Yeah exactly, these people complain that cheaters are ruining their pvp and yet they don't wanna make any effort to actually fix it? And when someone actually gives a /dam, they go "oooh one person whine and make them change things again" "GM's easily manipulated by big whales"
People complaining about 0.1 sec delay when they have 0.2+ sec lag /gg
Assuming they can even press buttons + target twice in less than 0.1 sec in the first place?

Can someone start putting together a list of all the other skills that this should be applied to.
I get it “everything” needs it. But let’s start with a list.
Cart cannon is one of them. What else.
Maybe the skills listed now can be treated as a phase 1
The concerns on skills missed might be added to a phase 2.

Seeing there are only few RGs left, which means a chance for people to actually abuse VP is almost minimal. On the opposite, there are tons and tons of Gens who exploits CC and yeah CC is not in the list. I just sense that if some WoE RG kill you in WoE, you don’t have to be butthurt and mess PvM RGs, which are already unicorns lol
Oh notice that I’m not complaining anything about OB being on the list because yes that skill is being exploited by some RGs (you know who you are lol) long time ago rofl

If my math is right, then 1.00 sec divided by 7 hits = 0.143 sec inbetween each hit
Want easy 10 hits per sec? then make a Star Gladiator lol

To be honest, 3 shot GOH per second is already pretty op in woe now cause player HP can easily reach 250k in iRO which is not normal in other server. Most new player dont even have 50k HP at 175. I suggest adding a 0.5 second on GOH or mask etc skills.

If you claim these skills are been exploited in woe, the changes should be in woe environment.
If it is in pvm environment, where is the proof? Based on number of active rg players in this server, it is easy to identify and ban that player, instead of adding this cast delay.
