If you havent noticed, current spotlight is Glast heim. You know why this current months spotlight sucks? Because it only covers Glast heim. I went there, and the spawn rate sucks. If this continues like the last spotlight, which lasted 2 months, this spotlight wont be used by many people. You know what will make it better? Having the new bounty board towns be in the spotlight. Whats a better way to promote the new bounty boards then to add the town where the bounty board is to the spotlight. It doesnt take a rocket scientist to know this. If you want people to know about the new feature in game, you have to promote it.
Current spotlight is abysmal

GH Spotlight is fine to me. As a returning player, it encouraged me to farm for fragments coagulated spell and get necessary temporal boot enchants. To me your complaint screams entitlement, a valid reason for complaint would be them not including mobs that were supposed to be in the spotlight.

You are not understanding the point. For nearly half a year, every spotlight has consisted of 3 of more towns. the last spotlight we had, it was in for 2 months that consisted of 4 towns.

you mean the last spotlight had multiple towns, and the one prior to that was themed to have more stuff :U
I'd rather see complaints that the spotlights aren't being cycled in their supposed proper timing, rather than how much they cover.

I think thats the root of the issue isn't it? As ZeroTigress said. I also don't like it when they introduce custom content and don't follow through with the necessary actions to keep it going. I think spotlighting towns is a good idea, and as Moogle said, would be better if they used it as a tool to highlight towns that have recently been changed or updated to expose more people to the content.
They have the same problem with the rafller. They voluntarily created this zeny sink, but are not taking the necessary steps to allow it to continue providing value. For example, creating pricing for the items that are enticing, rotating items so the market has a chance to react and adapt to new volume, and adjusting rates so the rewards seem reasonably within reach.
Its also why I was hesitant to suggest items for the 'daily / monthly login bonus' rewards that was alluded to in the previous patch notes. I don't trust them to maintain that system with enough care to continuously add value. The only instance of custom content that they actually stay on top of is rotating the TI mobs on a weekly basis.

Spotlight was meant to promote areas of the world with low attention and it changed to promoting already popular leveling areas. Bounty Boards were designed for people that prefer old school grinding and Oda modified them to appeal to the lazily fast leveling crowd. I don't understand why they favor speed levelers and won't even throw the rest of us a bone.

okay i did miss your point. from what i understand, you were talking about the spawn rates of the monsters which made the spotlight undesirable.

iRO: "Okay, we'll start up a spotlight campaign to make unpopular areas more appealing."
Players: "WTF, why do you spotlight those maps? You should spotlight <specific maps>."
iRO: "I guess we'll just spotlight maps that people already level in."
Status quo maintained. Players get bored. Cycle begins anew.

You cant really please everyone , if players can just casually dictate how everything goes, it will be big chaos..
then again, i think the decision is made because of the upcoming Halloween? They could have include Niflheim or any other "spooky map".
