What's the deal with Clown NPC in Eden, the one behind the desk, sometimes he resets you sometimes he doesn't, is there a time/job/lvl requirement?

By default, it offers 5 stat points resets and 1 job points reset. The NPC may be reset at special occasions so you will be able to claim the offers again.
