Regarding "Duffy's Pubcrawl", I exchanged 500 Donut supposedly for a "Costume Beer Cap", but it only gave me 150,000 EXP and 75,000 JOB EXP :/

Check the Quests/Events (forgot the exact name) category of your Achievements window.

Chaos is chilling and sipping some tea. Looking at RT server going rant about Fever Field (Snatch, No options Bug, Low level field problem, Crowed in Field problem) 
Also WOE can use Halter for more speed (p2w rant? )

NPC are "Temporary Disable" right now, you can't use until next maintenance?

you have to wear any garment to talk to the npc

No, seems its a VIP bug. I can talk to the npc if the account doesnt have VIP activated. Or its just my account. Dont know
