need a combination of (DEX*2 + INT) that equals to 530 to completely remove it through stats, or the sum of 100% variable cast time reduction through gear.

Some skills will still have a fixed cast portion, which you need gear that removes fixed cast time to deal with.

Assuming you're talking about reducing VCT through gear, you can get ideas from the wiki:

https://irowiki.org/...iable_Cast_Time

Though the table is missing some items (Crown of Deceit and Hibram's Gloves come to mind), the table lists both skills and gear (including cards) that reduce VCT. While reductions from one piece of gear (including cards) stacks additively with reductions from other gear, note that reductions from skills don't stack additively with reductions from gear. For example, if you had 90% VCT reduction from gear and 50% VCT reduction from a skill (and for illustrative purposes, 0 DEX/INT, which is impossible), you would still have 5% VCT:

  • 100% VCT * (100% - 90% gear reduction) = 10% VCT remaining
  • 10% VCT * (100% - 50% skill reduction) = 5% VCT remaining

You have many options, so it depends on what you already have, your level, and what you want to prioritize. To give you an idea of one route, years ago I aimed for the following:

  • Upper headgear: +9 Crown of Deceit: 20% VCT reduction
    • Kathryne Keyron Card: 9% VCT reduction (the 9% comes from the upgrade level of the headgear, so +12 would yield 12% VCT reduction, for example)
  • Middle headgear: anything with a slot
    • Dark Illusion Card: 10% VCT reduction (but also reduces Max HP/SP by 10%)
  • Garment: Fallen Angel Wings with Spell 6/6/7 enchants (technically Spell 4+/4+/7 is OK, too): 30% VCT reduction
  • Weapon: a weapon with Spell 4+/4+ enchants (see Malangdo-enchantable weapons): 20% VCT reduction
  • Accessory 1: RWC Pendant with Spell 3/3 enchants: 16% VCT reduction
  • Accessory 2: RWC Pendant with Spell 3/3 enchants: 16% VCT reduction

With the weapon, that's 121% VCT reduction. Without it, 101% VCT reduction. With the weapon, I could swap out another gear for something else unrelated to VCT reductions, such as replacing the headgear, one of the accessories, etc.

You have more options these days, such as Illusion Armor Type B, beyond level 100. I also don't generally aim for gear-based reduction because I prefer to wear some gear that increases damage (in exchange for no gear-based VCT reduction) or defense-piercing; or I'm prioritizing FCT reduction; and I'm fine with using something to prevent cast interruption instead (if I don't yet have 530 from stats and/or still have some FCT).
