Sounds like you're thinking more of the combo battle glove which the tiger cannon bonus' aren't working on. (Same thing for general helm) I think the previous reason we were given was that there is no existing call for tiger cannon damage increase or something like that.

maybe jRO meant if a super novice with soul link use it, he will still get the effect even if he is only lvl 90
