Hi
I'm facing the same issue. Here's how I solved it:

Activate a VPN to the USA.

Download Ragnarok ONLINE from https://steamdb.info/app/215100/.

Once the download is complete, simply select "PLAY" to start the game.

This will open a registration window where you'll input information such as your email, password, and login details.
