That message usualy appear when the game closes and try to run it again but some file is still running. Press ctrl alt sup and check the 1st and 2nd tag to see if there is some requiem file running.

If restart didnt help, try to check in my signature (press the "show" button) for more guides about how to install, patch and run the game: maybe something is blocking it.

Maybe you arnt adding all the needed files, check here:

"You also may or may not be prompted by security software running on your system (such as a firewall, anti-virus application, anti-malware application, etc.) to allow, unblock, or otherwise make an exception for UPDATERUSA.EXE, Launcher2.exe, or Requiem.exe which is likely to block programs by default the first time they are run. Please click â??OKâ? when prompted or otherwise configure whatever security software you have installed so that it will not block Requiem or the Updater from making a connection to the Internet or from modifying files and folders in the Program Files\Gravity\Requiem directory."
