seal npc broken?

Valkyrie Server:

The bulletin board says Bris seal: appeared, so this means that Mjolnir seal can be started (lv4 weapon seal). But the little boy doesn't start the quest for me, on all my characters, that meets all the requirements and never did the quest before. Gms check it out please? Thanks! AFAIK, it has to be "Nearly Released" before we can do the 4th Seal (Mjolnir) Quest.

I heard from some people that it has "Appeared" two days ago and it's still in said status. Either it is bugged or there are no people doing the 3rd Seal Quest... it's going so slow :/

This. Basically people are probably just waiting for a better time to push the Seals.

The wording on the sign is a bit different from the wording in the server-wide announcements. For the sign, "Appeared" means 25 (50 if on Valk) people have done the previous seal quest and this one is now open, "Nearly Released" means 25 (50) people have done this seal and the next one is open, and "Released" means all 50 (100) people have done that quest and it is now closed. This contrasts the announcements where "Appeared" means 25 (50) people have finished that particular seal quest and the next one is open, and "Released" means all 50 (100) have done that seal quest and it is now closed. I have no idea why they worded them differently.
