There were some blanket IP bans. She should be able to get onto the Warp Portal support site, however.
Have her send in a ticket explaining what is happening and she should be able to get the IP unbanned.

She should be able to get into the support section. When they do these IP bans it does not include the support site (I've had friends affected by past IP bans and this most recent one and they can access it).

If this doesn't hold true, I'd suggest you or someone else open the ticket for her. The GMs are unblocking valid IPs but they can't do it without more information from the customer.

yea they don't like canada 
had this happen to me twice it seemed to have fixed itself but, if she can't even access the support site, have her download hot spot shield (bit annoying and not recommended for long term use so uninstall once everything's fixed) but it works~
