Hairstyle Coupon?

I'm on Ymir and I've looked in Prontera, Payon and in Lighthalzen by the hairstyle/dye NPCs but cannot seem to find an NPC that sells Hairstyle Coupons. Am I just missing the NPC or is there somewhere else I should be looking?

Maybe you don't need the coupon and need to collect all the items required instead? D:
