I am trying to find flame stones, and I've gone to Amatsu like I'm supposed to, but when I enter the building, no one is there. Am I doing something wrong? Am I in the wrong place?

It's an item used for _ninja_ skills. Would you expect the npc to be standing out in the open?
Walk through the wall to the north, and down through the dark staircase until you get into the ninja guild. One of the npcs there sells flame stones, and will even sell them to non-ninjas.
