the aspd that is lost when riding a peco which also applies to the RG gryphon, applies to dragon as well? or is it only dragon training for RK dragons? or is it recovery of aspd lost in riding (50%) via cavalier mastery and then additional aspd for dragon training resulting in 200% aspd at max skill levels?

Best to take lvl 1 cavalier mastery as RK then increase dragon training. Im pretty sure you dont hit 200% aspd XD

no RK gets lvl 5 cavalry master! get level one, because it only effects peco pecos!

As Droyd said, and for the benefit of those who don't want to read that awful yellow text, Cavalier Mastery only applies to Peco Pecos and (for some reason) Gryphons.
