Report from the New World is bugged T_T

I am at step 10 on this guide: http://irowiki.org/w...m_the_New_World . so after i got 3 reports i dropped report one then i speak to Hibba Agip. He said he will write more reports but during the conversation he froze and didn't give me any report i kept talking to him but still no report. Got stuck here can't move forward
