Are god items permanent? Where can I find all the info on them and the details on name change and what that does.

Yeah they are permanent, but WoE1 God items can be turned into ephemeral versions which last for 30 days, then you need to renew it by talking to an NPC.

TE and WoE2 items are permanent too and do not have ephemeral versions.
These have names on them and you can get a name change by having the owner and yourself submit tickets to the GM team asking for a change of ownership.

WoE1 god items are no longer named and are account bound. But can be turned into a 30 day rental version that is tradable and can be spawned by the owner whenever the rental disappears.

All god items are permanent.
