In terms of expected success rate, it takes 52 goggles to get one from +0 to +8, or 308 Elunium. Also need to take into account luck. Some people can get a +8 "easily", while a few could try with 200 goggles and not get a single one to +8.

Well, I think the main reason is that not everyone knows you can make one.
It took me 130 elus to get 1 +8 goggles. lol
