It is trivial to get instant cast inside strings (via % cast reduction effects and 2x spell enchanted RWC pendant - these stack additively with strings, so good strings gets you insta real easy).
It is also possible, albeit by making a lot of sacrifices with your build, to get instant cast just from gear and buffs via int/dex (using int/dex enchanted weapon; at least one person was doing this with CK to instant cast hellplant in PVP).
