From other players or from enchanted stone boxes sold in the IM, currently they are not sold there.

Currently, as of the last update (v464), there is a Judy's Box in the Item Mall
(Items -> Etc.)
It supposedly has a chance to have a Sagittarius Enchanted Stone (1), among other things (like a Tuned Chaser Engine
).
