My Scout can't use the flying vessel and Alphonso keeps telling me that either im > 200 lvl or i dont have the viziers key

im done with quests and ive been teleporting from junon to orlo, vice versa, a lot of times.
also, my viziers key is gone.

so i used a tele ticket to go orlo and decided maybe i can get vizier keys again when i go at the gates of muris

but when i thought ill get the viziers key when i got near the portal of the city, i got transffered inside.

please fix this
